I guess I wasn't too clear; I'm looking for information on any sorts
of networks which a small business might do well to hook up with, whether
it be run on the state, regional, or national scale. The gap in
information that I'm trying to fill is on the various local levels;
while it's relatively easy to determine what the national nets are
offering, it's much less obvious what's available relatively locally.
Until you ask, you don't know.

That didn't stop Citibank from rehoming a lot of stuff out there; it's
relatively equidistant from the coasts, so long-haul links should be
equally attractive to the left or the right. I would hope that you'd
even be able to relocate to East Blue Hill, ME and be able to get several
competetive quotes for Internet connectivity. Remember, once you have
one line in, it don't take much to piece off another local link; if
the state of South Dakota decided that it was going to be a haven for
internetworking and a good place to drop your internet line to, it could
very well make it a matter of state industrial policy to bring the
connection costs very low.

That's why consumer reports publishes a monthly magazine....
