  Well, there is work currently going on to define a new router
requirements document. The current work is being done inside the 
IETF. The document difines a new ICMP message for this purpose.
Below is part of the text. I don't believe the number is official
yet but someone will correct me if I'm wrong.

 46            The following additional codes are hereby defined:

 47            13 = communication administratively prohibited - generated
 48                 if a router cannot forward a packet due to
 49                 administrative filtering.


 63            administratively prohibited and code 10 for communication
 64            with destination host administratively prohibited.  These
 65            codes were intended for use by end-to-end encryption devices
 66            used by U.S military agencies.  Routers SHOULD use the newly
 67            defined code 13 if they administratively filter packets.

 68            Routers MAY have a configuration option that causes code 13
 69            messages not to be generated.  When this option is enabled,
 70            no ICMP error message is sent in response to a packet which
 71            is dropped because its forwarding is administratively
 72            prohibited.

 77            EDITOR'S COMMENTS:
 78                 Codes 13, 14, and 15 are not yet official; I need to
 79                 request official assignment from the IANA.
