There's a subtle difference between using the network as a testbed for
new uses of network technology, and using it as a testbed for new
network technology. A statement from ANS/Merit that the NSFNET
backbone is a testbed for new network technology would be, um,
interesting; I suspect some of the commercial network providers would
*love* to use that in their pitch when wooing regionals or "foreign"
countries that don't get NSF grants if they connect to the NSFNET...
