This is a very small database, only about 35K, with the
text of the High Performance Computing Act of 1991.
I ftp'd the original from
nis.nsf.net:nsfnet/nrenbill.txt
and did a little bit of touchup so that a search would
return one section of the bill rather than the whole
thing all at once.
The source file is in
nic.cic.net:/pub/nircomm/wais/nrenbill.src
along with the .src files for all of the other WAIS db's at cicnet.
The text is 10 pages long, I've found it useful to treat
the WAIS db as an adjunct to the paper version, to search
for what sections say what and then mark up my paper copy.
It looks like the 1991 OSTP "Grand Challenges" report was a
significant influence on the language and thinking, and if someone has
that document on line I'd like to give it similar treatment.
(It's the "Little Blue Book, or "LBB", or "the bible", depending
on who you ask).
