The House-Senate compromise version of S. 272, the High-Performance
Computing Act, which passed the House on November 20, 1991, the Senate on
November 22, 1991, and was signed by President Bush on December 9, 1991, is
now available electronically on nis.nsf.net.
To retrieve a copy of the bill by anonymous FTP:
ftp nis.nsf.net
cd nsfnet
get nrenbill.txt
The file is also available via electronic mail by sending mail to:

or

Leave the subject blank, and on the first and only line of text, type:
