Quick, now, everyone:

That last telephone call you made, while at work.  Was it business or
was it personal?  How did your company note the difference?  Did they
charge you for the personal calls?

While the Internet has the apparent advantage that its traffic is phyisically 
capable of being self-labeled, I believe that the operational constraints are
identical to use of telephones and therefore not reasonably solvable.
