Kent has an excellent point, and I would also like to point out that
in some cases an IP VPN is a reasonable way for a corporation to get
into the IP world, which is an important and sometimes difficult
first step for corporations that have hithertofor been entirely
SNA. It allows them to convince themselves IP is a good thing, and
once that occurs, it is easier to convince them that connectedness
is also a good thing.
Sometimes dealing with both security issues and lack of trust in
IP is just too much to overcome to make a sale - so VPNs sometimes
provide a way to sell IP first and security later.
