In fact, one of Parkinson's laws (I forget which) was that as institutions
age, their communication tends to be increasingly internal until in the
limit they stop talking to the external world altogether.  One might of
course suppose that in that state they would wither and disappear, but I'm
sure you can think of counterexamples...  -s
