It is a widely reported (unofficial) statistic that 80% of all mail
traffic tends to be local, and only a mere 20% tends to go outside of
any given organizational unit.  

This is sometimes used to argue that the "mere 20% is of no
consequence, and so the ourtside channel should be shut down!"

This arguement is specious at worst and bogus at best.

The reality is that the "outside 20%" is related to the lifeblood flow
of the organizational unit, and with out it, the organizational unit
will wither and die for lack of communication with the rest of the
world.

To verify this concept, just imagine your own (local or corporate)
organization shutting down its outside communications, and consider
what whill happen over time.  The conclusion is obvious, even without
accurate statistical data.
