Based on a telephone conversation with Sue Fratkin, a Washington
consultant to Educom and others, Rep. Gephardt's 'Buy American'
provision is not unique to the Gore bill;  He add similar provisions
to the Maritime bill.  A second point is that the Japanese are believed
to be lowering trade barriers to U.S. technology, at least to the 
extent that Cray Research is now able to attempt to compete for
Japanese business.  Finally, one of NASA-Ames recent RFP's was
successfully challenged by NEC (re 'Buy American' provisions).

The point is not that Rep. Gephardt's concerns are good or bad, but
that the issues surrounding this provision are complicated and 
need to be discussed and resolved.
