sorta like cable TV . . . .  BUT, you bet your bottom dollar that i will
wanna get refunds for packets that are a direct result of lossage if i am
paying for a per packet service. if i have to retransmit or fragment i
expect not to pay for these packets, since they were already "sent and paid
for".


on the other hand, what about the US Postal service? 

my model woudl have one pay for fixed cost pipes, and customers would switch
providers if the service suffered.
