They're called RBOC's, but I live in the Northeast and just bought a
Southwestern Bell Freedom Phone.  I believe they are only regional in
terms of local telephone service but are allowed to otherwise compete
nationwide (and lease lines from the IXCs just like ANS, PSI, Alternet,
and others do).
