A gateway-attachment can certainly be at T1. The prices in the
document were for illustrative purposes only.
Gateway pricing involved several fees:
1. The base gateway-attachment fee, which covers the
attachment to ANSnet and as many educational instituitions
(including K-12) as the mid-level network can support.
("Educational" is defined in Attachment C of the document).
2. An additional fee per every research or commercial
institution the mid-level supports.
3. A projected "COMBit ratio" charge for commercial traffic
carried between the mid-level and the ANS backbone. (This
provides funding for the infrastructure pool and is
explained in the document).
The "Infrastructure Pool" will be allocated by the RAC (Resource
Allocation Committee) as it deems appropriate. It was intended that
"infrastructure" be defined in the broadest sense of the word (i.e. to
include all aspects of R&E networking), but the RAC will have the
authority to decide how to allocate the funds and to whom.
The RAC has not yet been formed, but it will include representation
from the NSF, the mid-levels who sign the ANS Connectivity agreement,
R&E networking community leaders, and ANS.
The "Infrastructure Pool" is not going to replace other funding
mechanisms. We are hopeful that it will be successful and will make a
significant contribution to the R&E Networking Infrastructure, but it
is not designed as a replacement for NREN.
