I have already been approached by one credible (i.e. company whose
name I know well), alternate dialtone provider in Boston (NYNEX
region.)

As I understood it there was a court decision that mandated access to
dialtone which took effect 1/1/94.

Obviously implementation will take some time. But it's happening.
