There are, in several places in the SF Bay Area, companies forming up
to offer local phone service. I can't talk about some of it, but it
is happening. And will probably cover most of the metro area.
The one I know most about was covering all of one city in the area.
They were also offering insanely low prices on "dark pair" service,
with high grade data cable, making home T-1s an interesting proposition. 8-)
