TURNER CALLS FOR CABLE STAMPS:
   Ted Turner has come up with a modest proposal which he 
announced at the National Cable Television Association Convention 
in New Orleans Wednesday: Have government subsidize those who 
can't afford the monthly cable service charge by giving them 
"cable stamps." He also has a plan to pay for it. "We can tax the 
broadcasters," Turner said.
