    I understand the start up cost concern -- but I think that now that
dial-up service is a reality we can persuade people to have their Internet
drugs with a cheap service (whose price and access frequency they control)
without having to go to usage based pricing in general.

    And I think there's a steady progression in pricing.  If you're on
the network several hours a day, you'll rapidly trade your dial-up line
for a real line for price reasons (perhaps starting at 19.2Kbits -- but
in most areas, 19.2Kbit prices and 56Kbit prices are very close...).
