The major advantage in using phone numbers is being able to shanghai
your phone system's directory services into being the namespace
manager and lookup system. Buy that $100 CD/ROM with 100M phone
numbers on it and you can probably do most "domain" lookups locally,
use the telco as a backup server when that fails.
As to the problem of resolving granularity w/in large companies, let
the top-level "phone number domain" (001.800.CALL.ATT, actually
001.800.2255.288) be that company's DNS server and they can supply you
with the "extension" for the host you want. That's almost exactly what
you do when you call them voice anyhow, caching "extensions" is left
as an exercise for the reader.
