As I'm sure others will point out, $10,000 does not automatically
qualify an organization for CIX membership. From the CIX Bylaws:

ARTICLE I - MEMBERS
Section 1. Conditions of Membership.
Membership shall be open to any person, firm or
corporation engaged in the business of providing unrestricted
inter-LATA packet-switched internetworking data communications
services to the general public using the IP protocol suite. The
board of directors may grant membership to other business
entities as it deems appropriate from time to time. Memberships
shall be in the name of the person, firm, or corporation as they
may be doing business and shall not be held by individuals who
own, represent, or are employed by such eligible member.
Members shall pay dues as established by the board of
directors from time to time, and the payment of such dues shall
be a condition precedent to effective membership in this
Association.
