Yes it will evolve if it is allowed to find its own level unencumbered
by regulations written by people who can't even balance their (our) own
checkbook.

No one "foists" legislation on government bodies. It is a massive
cooperative process driven by either ideology (some people still believe
in Karl Marx) or what the economists call "rent seeking behavior".
It's time to change the rules. And it will happen.
