No, Frame relay is implemented with virtual circuits just like X.25.
Most vendors of switches and end support only have PVCs yet but the FR
Forum has approved the SVC standard. You use ONE physical connection
into the switch (cloud) from each point. You implement the network with
one or more PVCs between the physical connections. SW Bell says about
100 PVCs per 56 Kb with a lot more for a T1. Fully meshed, anyone?
