Gordon, before 1990 we had several proposals for internet mercantile
protocols (not in the IETF that I remember but whole structure under
the IAB was quite different). It's not that people didn't perceive the
usefulness of the communications in those days, it's that the Internet
wasn't extensive enough to make it worth their while.
