some further thoughts on NAP policy

A respected member of the community has privately cautioned me
that it would really be unconsionable for Steve to have changed the NAP rules
expost facto and that any confusion on the part of my very distant informant
could have come over a connect to the three primary rather than all four NAPs
scenario.
This is certainly very possible. Still if accurate Steve Wolff could have in
a few seconds keyed in a one liner putting the matter to rest. Indeed he may
STILL do such a thing having sat on the sidelines for a day or two to see
where this will lead.
Fact is however so far neither he nor anyone else there has specifically said
what the presentation on NAPs was. So in view of a lack of answers one
wonders what did happen?
Remember we are talking about the same good NSF folk who -- in the middle of a
protest situation -- having said here how careful they are to make sure
proposals never fall into the hands of rival bidders let alone other
outsiders, packed up several pages from Sprint's vBNS proposal and shipped
them off to MCI.
Still since the discussion here hasn't provided what I hoped would be quick
and easy clear answers, I have initiated an effort to talk directly with the
person who did attend in order to try to shed further light from my end of
things.
