Is AT&T's Frame Relay Backdooring through Ohio to CIX?

AT&T.com evidently is located in Columbus Ohio, where it seems to be an
OARnet customer that is routed nationally by ANS.  (OARnet last thing
I heard was an ANS customer, athough I had also heard that Alison was buying
a Sprintlink connection as well.

Couple of questions here.  Does AT&T frame relay service promise CIX
connectivity?  (I mean TALK about a LARGE reseller!)  Will CIX accept AT&T
packets if AT&T doesn't join?  (As of two weeks ago AT&T had not begun
discussions with CIX.)
