Let me say it again....as clearly as possible...what I heard was
that Steve announced that even an NSP which wanted the 4 years of
declining funding would not now have to connect to all four NAPs.
If this is accurate information, I wonder how Steve can change the
rules of the competition after the competition is over. I know
that there's lots of wiggle room in a coop agreement. I'll be
darned interested to see how GAO interprets things this week.
