I'm sorry, but the spot where Digex draws the line is not the obvious one.
I guess your claim is that allocating zero IP addresses is not reselling,
and allocating N>1 IP addresses is reselling.  I don't think anyone would
disagree with you there.  Why you think that allocating one IP address
to a customer is not reselling, I don't know.  It looks like re-sale to me
(unless you don't route packets between that IP address and the rest of
the world).
