Lety me see if I understand this.
According to the letter that you received from the CIX if a University
bought service from ANS and then sold or gave away SLIP access to its
alumni then the CIX would not accept packets from that University's alums

Similarly if a University gave access to a community net work or a FREENET
 then the University would be in the position of being a resleer and thus
be denied CIX access?

Is that really how the CIX is interpreting its regs?

	 We asked for clarification from the CIX Association on its policies
	 regarding connectivity among CIX Members and ANS commercial customers,
	 so that we can properly observe its rules and regulations.  The
	 relevant excerpts from our letter (sent on 1/7/94) are:

	      the CIX Association membership agreement we signed on 19 November

	      announce to the CIX the routes of, and will the CIX pass traffic
	      to and from, a third party service provider who is not a CIX

	     All customers of a standard CIX member have access to the CIX
	     except for "resellers" of IP service.  "IP service" is defined as
	     direct TCP/IP access to the Internet with the assigning of a IP
	     network number to an individual or organization.  As such any
	     customer of a CIX member who is an IP reseller will not have
	     access to the CIX for itself or for the indviduals or organization
	s
	     it provides service to.
