Hey Gordon, I'm proud of you. You are really beginning to get it -
the way Inside the Beltway works, with the mutual backscratching
that goes on between Big Government, Big Business, and Big Research
(with its little brother, Academe). A Democratic process? You gotta
be kidding. Where did you ever get the idea that public dollars are
spent only in accordance with some 'democratic' decision process?
In high school? Gee, its only taken you about 30 years to learn
otherwise. *Most* people never get it at all. And those in power 
and position count on them never getting it. And use their cleverness
to make sure the pesky questioners like you never get access to how
the decisions really are made.

Then there is the Press, who is supposed to keepthe light on all this.
The Big Press. But do you realy think in your heart of hearts they
do? Another romantic fallacy. After all they have to 'keep their
contacts' and 'advertisers.' Access is a big stick over media who
gets too rude in its questions.

Why don't you just give up, Gordon. Even compriv is full of people
who owe their livelihood to keep the system just as it is.
