Two comments on the draft...
(1) Where is II.A. on the list? I have it recorded as "Low".
(2) In III.B. I think it might be less ambiguous to say...
IF A MATCH IS FOUND, OVERWRITE THE EXISTING RECORD
AND MOVE IT TO THE DELETE WORKFILE.

This way there's no debate about _which_ record is moving
to the workfile.
