ISSUES: Access to serials by call #

Uh. Serials/journals are currently not indexed or searchable by call #,
unless an item record has been attached to the bib. record; this is
true for brief records as well. Maybe it's just me, but since this
currently excludes at least 50% of our serials and half-classed journals, it
seems to seriously undermine our hopes for shelflisting, as well
as taking away a critical library staff searching tool. I think the
call #'s should come from the bib. side, not from the holdings records.
An example is CR:centenary review. A search of its call #,
AP.C397, will elicit two earlier records that _do_ have items
attached, but not the current title, which has no items.
