fines policy for weekly-loan items

I think we need to have a consistent fines/grace period policy for
items with one-week loan periods. Right now, based on what people
have requested, we have two loan policies of "1 week loan, .25/day fine, no
grace period" -- one with renewals, one without renewals. This won't
work very well. We aren't going to send .25 or .50-cents fines to the
Bursar and these fines will, as Grant says, just sit there.
I'd like to propose that we have a consistent policy for one-week
loans: one day grace period, $l/day fine. (As always, fines accrue
during the grace period.)
Then we could collapse the WEEKLY loan policies/circ codes as follows:
-one week loan, no renewals. Fine: $1/day, one day grace pd.
-one week loan, one renewal. " " " " " "
(Also, we'd have in Advance the circ code representing 2 week loan, no
renewal, which the system links to an item with a hold queue.)
We could make this change after the second GMA. It's too late to make
the changes in the current version of the holdings table.
How does this sound? Other proposals? -AP
