Dartware, LLC (<www.dartware.com>) has a product called InterMapper which is a
complete network monitoring application.  Among other things, it will monitor
network traffic and produce trend reports from a central monitoring station.
AFAIK it doesn't report response times directly.  I believe edu pricing on the
complete InterMapper network monitoring application is less than $2K.
