We have told our students it's a problem, sent them all a form letter that
included a note from our vice provost for IT, and pointed them to the web
page that shows them what they can do to reduce their own traffic, but we
have not been specific with them beyond saying we have put "bandwidth
limits on the outgoing traffic available to some of the popular file

When pushed for specifics, we have said we're not at liberty to say. Since
we're only throttling outgoing traffic, it makes it much easier for
students to tolerate and understand why we're doing it.
