Question regarding policy statements and throttling of FastTrack

What kind of policies are other schools making available to students
regarding any methods used to throttle, block or manage the throws of
FastTrack traffic on their residential networks?

That is, if you are doing packet shaping, QoS, CoS, DSCP tagging, etc. - are
you documenting the policies behind the decisions on what applications
should get more bandwidth and less bandwidth?  If they policies are
documented, are they then made available to the students?
