I've found squirrelmail to be very nice (and free). It is imap only (there may be a
pop plugin) however all imap is done natively through php so no imap
library is required and is extremely easy to setup and custommize to
your needs. There are also 'plugins' available for stuff like ldap
directories etc.
We are running it in beta situation here and have yet to have anyone
complain.
