Dax,
We used to see a very similar problem on Win95
systems. Have you tried rebooting the system without
the network connection (unplugging it from the wall jack),
and releasing and renewing under these circumstances?
That used to work with recalcitrant 95 clients. It's a pain
but less so than assigning a static IP.
