From a technical perspective I think its a perfectly reasonable response.
Looked at from a pure network capacity issue, they are trying to localize
traffic patterns in order to improve response time and save on Internet
transit costs.  This isn't much unlike doing other things such as caching
or content distribution.

I don't know enough about the situation to comment on the legal issues.
I also don't know enough about how Gnutella works to comment on the legal
issues from a technical standpoint, I haven't studied the network in-depth.
Although I probably should at some point.

FYI, on a related note, please listen to what Steve Bellovin has to
say about Gnutella and Napster from a security perspective.  I think the
people here would find it interesting:
