We currently password protect our labcam to restrict usage to University
community members.  Other webcams that don't show detail are open for
anyone to see.  Our concerns in the lab (and other possible "up-close"
locations) stem from students who want their attendance at our institution
to be undisclosed.  We have had many discussions regarding this issue and
most lead back to the FERPA requirements to protect a student's privacy.

By having an open webcam available for public access we discovered that we
could be putting some students at risk.  The best example I can give is
actually of a lab consultant who working in our main lab.  The consultant
went to GREAT lengths to make sure nobody on campus would acknowledge
their enrollment.  This was related to some kind of problem with their
estranged father.  Obviously, as an employee in the lab they would be at
higher risk than your average student, but I think it makes my point.
