I took a couple of pictures of one of our camera setups:

The cases were built by one of our network guys that is good with that
sort of thing. I imagine that any machine shop could turn out something
similar. They are also mounted high enough that you need a chair (or a
basketball player) to get to them. As far as I know, we've never had a
problem with people tampering with them. They are also locked.

As for the student concerns, I don't think that most of them even
realize that they are there. We don't have any signage indicating that
they are being monitored.

I'm not sure what you mean by being concerned for their safety. We've
actually used the cameras in the past to get photos of people that are
wanted by either the local police or campus security.
