I don't know whether it's allowed for students to run businesses out of
their dorm rooms, but for those students who want one phone number that
follows them, they get an outside line from NET. It costs money, but the
wiring is there and the service is available. This is a completely
different situation.
There are some "worthwhile" (IMHO) services that students could provide
on their machines, and if they are successful could be passed on to other
machines when the operator graduates, or goes away for the summer. I
think that this should be possible, and if it costs a dollar or two to
cover actual costs then it's no big deal (wouldn't want to have to pay
$10, or more than it really costs, for every name change, though), but I
think it would be preferable if that was just provided as a basic
service with the housing bill (with certain limitations of course, such
as one new name per machine, additional names can only be transferred,
like when a service moves, or some such policy).
