Students are not allowed to run businesses in the dorms, or at least they
weren't while I lived there. This is a new situation, since there is now a
legitimate service that can be provided from a dorm room.
Hiring an infinite number of students to manage name allocation wouldn't
help, because the actual database changes are handled by a few people. I
think it would cost at least $1 in salary+overhead to support a name change.
There's also the problem of approving names. It may be easier to say 100
times "you don't get to choose a hostname" than to say once "we won't allow
that hostname".
