Others will probably mention ways that you can copy a profile to the
default user profile as was done with XP. We have decided to invest
time in using group policies to control the user experience in labs.
This isn't always easy but we have found few things that can't be set
with this method. In the few cases where we can't use group policy we
have made the necessary changes to the c:\users\default\ntuser.dat
registry or the appropriate files in the default profile.
