I don't know your specific licensing agreement, but it sounds similar to
the one we use.
We are purchasing the site license via Microsoft (As part of a student
technology fee). The 15 dollars that the bookstore charges for the media
is so they can make money off selling it, as the actually cost is much
less. There is a license key that is printed on the envelope, but the
actual Right to Use is via the master agreement the college has.
You should investigate your licensing program, it may be as Marc has said,
and that the media is only if the student wants it.
