You don't have to license it... Users can install it on their own copies of
Windows. If you have school-owned installs of Windows (like a laptop lease
program), then you use Forefront, which is basically the same thing, but
costs money and can be added to whatever MS contract you currently have.

We just point users who 'bring their own' to Microsoft's website to get
MSE, university-owned machines to our Forefront download, and have a
variety of policies in SCCM (and soon AD GPOs) to convert old managed
Symantec installs to Forefront.
