Hi Johnathan,
At UCSC we do have steps to deal with copyright infringements, but its
after the fact. As much as I would love to just stop peer-to-peer
traffic, which would solve the issue completely, our campus policies
allow peer-to-peer traffic and the university has taken a stance that
its in the best interest of the mission here to allow the traffic.
We did use a bandwidth limiting network tool that would slow traffic to
a crawl for anyone in the residential area using excessive amounts of
bandwidth, but we recently decided that it was not preventing nor
slowing copyright infringement. The tool was actually creating network
problems at a couple of our resident halls, and the cost to replace the
aging equipment was not worth the end results.
The steps we take once notified of copyright infringement are to track
down the system using the data in the infringement notice, limit that
students network access and require them to enroll in an online
Copyright Education Course where they must pass a quiz and a test in
order to get their network access restored. If they infringe a second
time, the same thing happens and our Campus Student Judicial Office
becomes involved. If there is a third offense, they loose their network
privileges for the remainder of the Academic Year, and the issue is
turned over to Campus Student Judicial Office for further actions.
