Is it a per-profile setting or global? If it is per profile you can set
that setting within an account (say "templateuser") then log out of the
desktop as the templateuser then back in as the local Administrator then
use the free "defprof.exe" utility to copy the "templateuser" profile
onto the Default User profile.... that way, any new user profiles on the
machine will get the Default User profile copied over to their profile
and should have that setting.
