Andy,
    I have heard of NoNav, and may have used it once.  I do know a
coordinator at another college that tried to use it and he said it was " as
useless as teets on a boar hog".   I used Cleanwipe in Circa 2006...it's
been awhile.  It did the job, ok although I have seen it leave  components
behind.  There was homemade Norton removal tool with manual regkeys and
other steps from cleanwipe.  The helpdesk guy that created it and shared it
with me used an AutoIt script.  I would run cleanwipe, and then run his too=
l
and it would get rid of the Norton install problems and allow a fresh
reinstall.  I have done the manual uninstall version as well, and that take=
s
about 10-20 minutes after you get the steps down.  It took me an hour and a
half the first time I did it.

     The Norton Removal Tool does work on retail and enterprise versions
which is nice.  I have found however that running it in safe mode is the
best way to use it.  In normal mode, sometimes it just won't execute or it
would just hang.  The fact that they have to have it shows me they never
grasped the whole principle of installation correctly.  The fact they went
to the MSI Microsoft installer type solutions disappointed me.  I try to
stay away from companies that do that.  If the Windows Installer ever gets
trashed, then you are screwed.  I have a lot more respect for companies or
individuals that would at least put time into a VISE or Wise installer.  Yo=
u
at least know that if you can install it, you can uninstall it and not worr=
y
about the Windows Installer being damaged. (That was just my soapbox
rant...)

P.S.
Mcafee's MRT.exe only worked on retail versions.  It was a manual uninstall
on the Enterprise version and about an hour and a half as well.
