Group policy conflicts or lack of tight filters are what I have usually fou=
nd as the root cause of this..

I would also echo I/O (or RAM) as being a much more likely resource culprit=
 than CPU.  In the VM age, storage (for speed not capacity) is king.

We would like to find out where out computers stand compared to other insti=
tutions and be able to tell our employees how ours stack up to  other insti=
tutions norms=85.
