We don't discourage it:

1. We don't allow installs, so the games have to be Flash or Java or whatever. 
2. We have a priority system with games at the bottom of the list - this
allows people doing "regular" or more academic work to bump those just
playing games.
3. We do ask people to keep the volume to a reasonable level - it's somewhat
self-enforcing.

It does provide an outlet for stress, though, and can be fun. I've sat in on
trivia games with students; multiplayer browser based games; etc.
