We found that one way to combat the issue (employing our Packet Shaper) was to limit individual connections to a set ceiling limit.  We blocked P2P also, but someone was always finding a way around that. Eventually we outsourced the RESNET entirely! Great decision!

We saw the same thing  starting last fall.  Users are about the same but
bandwidth usage has increased.  It has been an increase in http,
streaming media and Netflix.  I have found the increase in Netflix was
due to them switching from akami to limelight networks for their
streaming content.  The Netflix app for xbox is extremely badly behaved.
It will consume whatever bandwidth is available.  We have also had some
of our international students using download managers (flashget,
getright, etc) that would open up as many http connections as our
bandwidth would support and they were using them to download movies.
